Copilot Business vs Pro vs Pro+ in 2026: Which Tier Should a Team Buy?
Per-seat math, license-pooling rules, and the one feature that justifies the upgrade for most teams.
GitHub Copilot has four real tiers in 2026: Free (rate-limited), Pro ($10), Pro+ ($39), and Business ($19/seat). For teams of 3+, the math gets weird because of how seat pooling and license reassignment work. Here's the per-team breakdown.
The plans, in plain English
- Free — 2,000 completions/mo + 50 chat messages/mo. Real but tight.
- Pro $10/mo — unlimited completions; ~300 premium (Claude / o3 / GPT-5.1) chat requests/mo. Closed to new individual signups since April 20, 2026.
- Pro+ $39/mo — same plus 1,500 premium requests/mo and access to "agent mode" with extended timeouts.
- Business $19/seat/mo — Pro features per seat, plus IP indemnity, audit log, and admin controls. Team must be set up via GitHub org.
- Enterprise $39/seat/mo — Business plus PR summaries on private repos, SCIM, and custom data exclusions.

The pause changes the calculus
With Pro closed to new individuals, "everyone buys their own Pro" is no longer an option for any team that hires after April 20, 2026. Existing Pro holders can keep their license, but you can't onboard a new dev to it. That pushes most growing teams toward Business by default.
The one feature that justifies Business over Pro+
IP indemnity. If GitHub Copilot generates code that triggers a copyright claim, GitHub legally defends you under Business and Enterprise — not under Pro / Pro+. For any team shipping commercial product, that's worth the ~$9/seat delta on its own.
Where to skip Copilot entirely
If your team is <5 and not all on Pro already, look at Cursor Business at $40/seat or Claude Code Pro at $20/seat. Both let new hires join with one purchase, no waiting list.
